Dr. Jay Billings, has over 35 years experience in acquisition and management in roles from Deputy Project Manager for the PERSHING II Project Office to senior recruitment analyst for a UA Army Major Subordinate Command. He has served as a member of many Source Selection Advisory Councils and Evaluation Boards.
Wayne Brantley, MS Ed, PMP, is the Managing Director of Villanova University Professional Education Online. He has taught and consulted project management around the world to Fortune 500 companies. He has over 24 years of experience in the Air Force as a project manager for AF technology training and curriculum development programs. Mr. Brantley developed numerous AF and corporate training programs, classroom, multimedia and Internet-based programs. A dynamic presenter and trainer, he has spoken at numerous events including annual conferences hosted by the Project Management Institute (PMI®) and the American Society of Training and Development (ASTD). He is a doctoral candidate in Computer Information Technology at Nova Southeastern University. Mr. Brantley has been an adjunct faculty member at Villanova University, George Washington University and the University of Alaska.
Terry Carlson, is a Director for Navigant Consulting, Inc., a Government Contracts Consulting Practice. He advises clients on the application and interpretation of rules, regulations, guidelines and cost accounting standards applicable to government contractors. Mr. Carlson also provides advice on the development and deployment of strategic and tactical systems to assist contractors successfully perform the functions of program management, risk management and contract administration at program and corporate levels.
Mr. Carlson spent 20 years as President of his own firm, T.A. Carlson & Company, providing consulting services to the contracting community. Prior to establishing his own firm, Mr. Carlson was a Professor of Financial Management at the Defense Systems Management College. He has served as a manager in the Government Contractor Advisory Services department of a major international accounting firm. Mr. Carlson served as an assistant professor of accounting at Villanova University, where he taught courses in accounting and management information systems.
Mr. Carlson has a BS in Accounting from Virginia Commonwealth University and a MBA from George Mason University.
Paul Couture, CFCM, is the owner of The Couture Group Inc., a professional consulting and recruiting firm specializing in recruiting engineers, scientists, and contracts professionals for clients. He is a 30-year member of NCMA, where he has served on several national committees. He has also served as Suncoast Chapter president, National Education Seminar chair and education chair. In addition, Mr. Couture has been a presenter at several NCMA leadership seminars. He has been an adjunct professor for Villanova University’s Contract Management Certificate Program since 2003.
Mr. Couture is a member of the American Society of Military Engineers. He received his BA in Bacteriology from the University of Connecticut and has an MA in Business Management and Supervision from Central Michigan University.

Mr. Crabtree has 30 years of experience in a variety of business settings – from small, privately held manufacturers to Fortune 100 corporations and leading global management consulting firms.
Kim Crabtree has more than 25 years of experience in progressively responsible roles in business, marketing, sales and customer relationship management in a variety of business sectors. Her experience spans the fashion, promotions, publishing and senior housing/care/services provider industries in positions such as General Manger, Senior Consultant, Vice President, Sole Proprietor and President/CEO with full profit and loss responsibilities. Additionally, she is a published author and public speaker who demonstrates superior skills in helping businesses dramatically improve marketing and sales effectiveness.
Paula Cushman, CPCM, CACM, is Director of Contracts for Aviation & Missile Solutions and is the principal manager in Cushman Consulting and Contracting. She has managed the prime contract and subcontracting activities for various entities and has experience designing and developing procurement systems that are compliant with both commercial and public sector laws and regulations.
Kathleen Dunn, MBA, MS OD, is the Director of Training and Professional Development at the law firm of Patton Boggs, LLP, in Washington, DC. She also serves as an adjunct faculty member at The Catholic University of America, teaching Human Resources Development and Training and Economics at CUA’s Metropolitan College. Ms. Dunn has more than 20 years of experience in adult education and professional development programs, and was previously employed as a Senior Training Manager in the Government Services group at L-3 Communications and a Senior Program Manager at the National Association of College and University Business Officers (NACUBO).
Ms. Dunn graduated with honors from Trinity University, and holds an MBA in Economics and an MS in Organizational Development. She is an active member of the DC Chapter of the American Society for Training and Development (ASTD), and has earned certifications in a number of software programs as well as leadership development and management skills.
Douglas Goetz, PhD, CPPM, CF, is a Professor of Contract and Property Management at the Defense Acquisition University, Midwest Campus. Widely known as “the Guru of Property Management,” he is one of the few presenters in the world who can make federal rules and regulations exciting, vibrant and relevant. Whether speaking about the title of property or its disposition, his vast knowledge base combined with his quick wit makes learning enjoyable and enlightening. Dr Goetz has been awarded NPMA’s Federal Property Manager of the Year, Jack Griffith’s Property Person of the Year and Lifetime Achievement awards. He received his PhD from Ohio State University.
Gary Marcus, Esq., of Goldberg & Connolly, serves as counsel to the firm’s Federal Contracts Group and brings over twenty years experience in state, local and federal contracting having represented some of the largest government contractors on Long Island. He is a frequent lecturer on a variety of government contracting topics for industry associations such as the National Contract Management Association (NCMA), the Association of Government Accountants and other industry groups involved with federal procurement. Mr. Marcus also teaches courses on government contract procurement law at Hofstra University and conducts seminars on government contracting and other related topics.
Nelson L. Mellitz, MAM, BBA, BS, AS, CPCM, NCMA Fellow is currently Chief of the Northeast Area Field Procurement Operations for the Internal Revenue Service. He is a retired U.S. Air Force Reserves Colonel with assignments at Headquarters Defense Contract Management Agency, SAF/AQC, Pentagon, Defense Logistics Agency and others has completed over 25 years in the DOD acquisition career field. He is a frequent lecturer on a variety of Government contracting topics for associations such as the National Contract Management Association and has taught contracting “Con” courses for AFIT. Mr. Mellitz has worked for private industry as a Senior Contracts Manager on weapons systems and fusion reactor contracts and for DOD as a Supervisory Contract Specialist with Contracting Officer authority.
In his current position he holds an unlimited Contracting Officer warrant and manages a staff that awards and administers multi-million dollar service and supply contracts for an eleven state area and 26,000 customers.
Mr. Mellitz received his DOD, DAWIA Level III in General Contracting in 1998 and Department of the Treasury Fulfillment in Acquisition in 2001. He is an AFIT certified professional contracts manager
Dr. William Moffitt, Ph.D., MA, BS - presently works for CACI, Inc., of Arlington, VA. as a trainer, software tester and on-site consultant for federal contracting. Dr. Moffitt taught SPS PD2 software to all 4 branches of the federal government's contracting offices for 1 year. Dr. Moffitt has over 12 years of federal DOD contracting. Most of his federal contracting experience was with the US Air Force. His experience and hands-on contracting has helped him achieve an overall knowledge of federal contracting procedures. Dr. Moffitt has a Doctorate degree in Adult Education, an MA in Procurement Management and a BS in Post-Secondary Education. He has been a member of NCMA since 1996.
Ann Micheli, J.D., an expert in contract and environmental law, is the President/CEO of her own consulting practice, Phoenix International. She has more than 24 years of experience providing contractual program management, mediation and arbitration. She also has extensive experience in business strategies and solutions which includes rebuilding, restructuring and recreating diversified corporate processes and procedures. Dr. Micheli’s expertise also includes commercial and government relations in both domestic and international arenas, as well as developing and defining multi-leveled business paradigms.
Daniel Munson, CSSBB, CQE, has more than 20 years of experience at Honeywell and Storage Technology. He has developed process improvement methodologies worldwide for leading companies such as 3M, Alcoa, AMP, Philips, Litton, National/Panasonic, Siemens and Sumotomo. A talented instructor in teaching the tools and techniques of Six Sigma, Mr. Munson is a double-certified Six Sigma Black Belt (ASQ certified and company certified). He is also an ASQ Certified Quality Engineer. He has been the keynote speaker on Six Sigma topics at numerous supplier symposia and quality conferences.
C. Lynn Northrup, CPIM, CPA, is an author, authoritative business advisor and consultant. He has more than 40 years of experience as a controller, CPA and operational consultant serving a wide variety of industries. He is the author of Dynamics of Profit-Focused Accounting and Profitable Sarbanes-Oxley Compliance, both published by J. Ross Publishing, Inc. Mr. Northrup specializes in conducting operational and workflow assessments focused on business process improvement (Lean Manufacturing and Six Sigma). He has extensive knowledge and experience in business performance management and measurement and the application of strategic cost management and analysis concepts. He has also developed a new business, accounting and reporting model utilizing the components of throughput accounting for application with Lean manufacturing programs. Mr. Northrup was formerly with PricewaterhouseCoopers and has held various management and executive positions.
William C. Pursch, PhD, MS, is president of Pursch Associates and professor emeritus and former department head of the Air Force Institute of Technology at Wright-Patterson Air Force Base, Ohio.
Dr. Pursch's background includes considerable experience in government purchasing. He has been a warranted contracting officer for the Department of Defense and has handled various logistical assignments in the fields of contracting management, inventory management, and materials management, including overseas assignments in Vietnam, Okinawa, and Germany.
With more than 20 years of teaching experience, Dr. Pursch specializes in contract and acquisition management, property management, and the development of purchasing systems. He currently sits on the board of advisors for, is a fellow of, and is a past national president of the National Contract Management Association (NCMA). In 1990, he was awarded NCMA’s highest honor—Honorary Life Member. He served as a co-leader of the 1986 NCMA/People-to-People International Contract Management Delegation and as leader of the 1989 Contract Management Educators' Delegation to the People's Republic of China.
Dr. Pursch received his B.A. from Gettysburg College, an M.S. from the University of Southern California, and a Ph.D. from The Ohio State University. He is certified by NCMA as a professional contracts manager.
